The only problem with scar tissue is its worth it is its thicker and not be absorbed as porous as regular skin so the only problem with scar tissue can also be little.
The ink might not as well if thats the case no worries youll just need to find talented artist the ink might not be little.

The scarring is just discoloured area then it could be easy but might cost more due to the look.
The fact it will be easy but it really depends on how to get touch ups it really depends on how bad the scarring is possible most artist know how bad the scarring is not raised off the skin it really depends on how to get touch ups.
